Open a Mobile metal mine on an owned tile containing metal resources. Choose Mine metals at the building and select how many turns to spend.
The building's recorded output is per metal resource and per turn, deposited into player resources. This is separate from ship-based mining, which places materials in fleet cargo. The historical Mobile metal mine is building 9.
