Convert an enemy fleet
A Diplomat character can be offered Convert against an eligible enemy fleet. The historical action uses a chance based on fleet and character levels rather than guaranteeing conversion.
Because the recovered multi-ship ownership code requires further validation, do not assume a message alone proves that every ship has changed owner. Check the fleet details afterward.
